Is there a way to make an svg file identified by Maestro as a Font and not in the image?

You can add a Font component to the template and use a SVG font file with it. Then use @font-face CSS in the shared styles to use the SVG as a font.
See how that goes.

I was hoping to avoid any Template-related changes and tried the Export-Import from Project library A to Project library B. Publish to another Library does not work since it's cross Organization. But I'll go with updating the template option.

This is an interesting issue and was an oversight when we added the upload resource to the dashboard. If you edit your form/template/etc and include the WebFont item it will allow you to upload the SVG as a font, you can then go back to the dashboard and if you select the resource you can select the "Publish resource to another Library" button and move it to the desired library, just remember to remove it from your form resources to keep your resources tidy.
